Customs implements Release Note for Vila air cargo

Following the successful implementation of the Release Note to automate the control cargo at the Vila wharf, Luganville wharf and Luganville airport, Customs will now be introducing this ASYCUDA feature from Monday 23rd September 2013 to control cargo at the Vila Bauerfield airport.

Release Note is a feature in ASYCUDA which ensures that all cargoes that arrive in Vanuatu are accounted for prior to their release from Customs control. Prior to the implementation of Release Note, cargoes have been released manually. This manual process has loop holes which contributed to ineffective collection of revenue and inadequate cargo management. The automation of this process will therefore ensure that revenue can be well collected and Customs will be able to effectively control and manage cargo which has arrived to Vanuatu. Vanuatu Terminal Services or VTS who are the cargo handlers at the Bauerfield airport will not and should not be releasing any cargo that has not been cleared and paid through Customs. 

Importers and ASYCUDA users are therefore required to properly declare their cargo numbers and types of packaging. Improper declaration may result in their cargo not released, partially released or even penalties imposed for incorrect declaration. Since all cargo must be paid first to Customs prior to being release, Customs has made provisions in the system and during the weekends or unsocial hours to clear for perishables or urgent cargoes.

The enforcement of Release Note will also apply to freight forwarders who have consolidated cargo released to their premises. The operators of such premises should not be releasing cargo unless a Release Note has been issued for the cargo. Neglecting this control is a breach of their licenses to operate a Customs Controlled Area under the new Customs Act.
