The Customs and Inland Revenue (CIR) Information and Communications Technology (ICT) Section was established in the year 2000 primarily to provide assistance to the new ASYCUDA project.
It was only after the restructuring of the Customs and Inland Revenue Department in 2003 that saw ICT Officers holding permanent ICT posts. The ICT office structure now consist of six permanent posts with one Manager, two Senior Officers, two Assistant Officers and one Administration Officer.
We offer a range of ICT expertise and decades of ICT experience between our staff. Our areas of particular proficiency are as follows:
ASYCUDA World (AW)/Single Window (SW) Support
The system is fully managed, supported and maintained by the ICT Section. If required, further assistance is sought from the ASYCUDA Sub-regional Mechanism for the Pacific (UNCTAD-ASMP) office located in Suva, Fiji.
Each year, an ICT Officer goes on a four months attachment program with the UNCTAD-ASMP office. During this program the Officers undergo four months of training/work which is entirely focused on the AW system. To date, six (6) current ICT Officers have been on this attachment program and to add to this level of expertise, two ICT Managers have been the Coordinator for the UNCTAD-ASMP in 2006 to 2007 and 2014 to 2015, respectively.
The ICT section carries out AW server installations, maintenance and system configurations. We also do client installations and implementation of new technical and functional features. The ICT team also conduct AW functional and technical training whenever required by the users. The AW support covers all the users in the Customs Offices and the Customs Brokers both in Port Vila and Santo.
Revenue Management System (RMS) Support
With assistance from Data Torque Limited, who is the RMS providers for Vanuatu based in Wellington, the ICT team is responsible for supporting the system in Vanuatu. Our support involves client installation and user support in both Port Vila and Santo. If further assistance is required, Data Torque will remotely access the RMS servers which is located in Port Vila and Luganville to troubleshoot further.
General ICT consultancy – High-level review of current ICT environment, report on strengths and weaknesses, recommendations for future improvements. Advice and act on specific ideas, plans, strategies, project or technologies.
Network design – Plan and specify the infrastructure required to link computers to the domain/network. This includes cabling and wireless specifications and layout planning, installation and trouble-shooting of network hardware, and project-management of cabling installation. Large scale cablings are contracted out to local computer companies.
ICT Trouble-shooting and Advocacy – General ICT trouble-shooting, problem analysis and correction. We also conduct investigation of ongoing or intermittent problems and resolution recommendations. We also do project-management of problem-resolution by third parties (i.e. provision of ICT expertise on behalf of various CIR Sections in discussions with ICT suppliers).
Maintenance - Regular health checks, anti-virus updates, anti-spyware updates, log scans, capacity (e.g. disk-space) checks. Generally ensuring that what needs to be kept up-to-date is kept up-to-date and looking out for any potential problems or bottlenecks.
